The Connecticut Birth to Three System is established in accordance with state and federal law. Agencies throughout the state provide early intervention services to infants and toddlers who have been identified as having a disability or a significant developmental delay.
When a child receiving Birth to Three services near his or her third birthday, the school district is notified, and a transition meeting is scheduled. The transition meeting is an opportunity for the Birth to Three team to share information with the school district and determine appropriate next steps for determining eligibility for special education.
